The Santa Ana Water Board’s Groundwater Protection Branch has an opening for a Senior Engineering Geologist Specialist who will manage Special Projects in the branch, including complex cleanup cases, cases involving releases of per- and polyfluoroalkyl substances (PFAS) and related compounds, and civil administrative enforcement cases related to groundwater pollution. The position is located at 3737 Main Street, Suite 500, Riverside, CA in the heart of downtown next to light rail stations and other public transportation.

  • Knowledge of the California Water Code and the Federal Clean Water Act.
  • Knowledge of Statewide and Regional Policies, Plans, and adopted Orders related to the protection of groundwater resources .
  • Up to date with knowledge and have experience in site characterization, hydrogeology, fate and transport of various chemicals including emerging chemicals of concern (e.g., per- and polyfluoroalkyl substances [PFAS]), and remediation.
  • Experience with administrative civil enforcement actions and/or regulatory compliance experience.
  • Excellent written and verbal communication skills.
  • Knowledge of general water quality monitoring protocols including design, quality assurance, data analysis, compliance monitoring and reporting, and data needs for effective water quality management and decision making.
  • Ability to work collaboratively with multidisciplinary professional staff.
  • Ability to organize and set priorities on assignments and meet deadlines.
  • Ability to work for or with a Governing Board, actively participate in public meetings and offer testimony at public hearings.
  • Ability to work cooperatively and promote partnerships with internal/external customers.
  • The ability to maintain composure in adversarial situations.
  • Willingness and ability to travel within California on a regular basis.

Statement of Qualificiations

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than four (4) pages in length, using Arial 12pt font, single spaced , and normal margins.

Clearly and concisely explain how your knowledge and experience make you a well-qualified candidate for this position. At a minimum, your SOQ should include/describe the following:

  1. Describe your expertise in water resources, hydrogeology, and/or groundwater chemistry.
  2. Describe your knowledge and/or experience managing environmental investigation and remediation sites impacted by petroleum hydrocarbons, chlorinated solvents, and emerging chemicals of concerns, including per- and polyfluoroalkyl substances (PFAS).
  3. Describe how your knowledge and experience has prepared you to address the challenges we face in protecting groundwater resources in the Santa Ana Region.
  4. Describe your experience, if any, with administrative civil enforcement actions and/or regulatory compliance experience.
  5. Describe your experience in presenting complex information to a management team and/or a Governing Board.
  6. Provide an example of working cooperatively and in coordination with government agencies or offices responsible for enforcing laws or regulations (i.e. Office of Enforcement).
