Job Description

Who We Are: The Ohio Facilities Construction Commission (OFCC) oversees capital projects undertaken by state agencies and state-supported higher education institutions; manages Ohio's school facility programs which support the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects. The Commission sets uniform rules, procedures, and standardized documents for state construction under Chapter 153. The legislature established the Commission in 2012 with the merger of the Ohio School Facilities Commission (OSFC) and the former Office of State Architect. In 2013, the Commission undertook oversight of the cultural facilities grants program. In 2017, the legislature further folded all OSFC duties and responsibilities into the Commission, consolidating guidance and oversight for its various programs into one entity. In 2021, the Commission celebrated 100 years of public construction in the Buckeye State. What We Do: The Ohio Facilities Construction Commission oversees capital projects undertaken by state agencies and state-supported institutions of higher education; manages Ohio's school facility programs which provide support for the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects. What You'll Do: An OFCC Program Manager... Administers & provides direction on overall statewide construction projects including architectural and construction management activities for state & community-owned capital improvement projects i.e.: state agencies, higher education, K-12 school districts Provides direction, rule & policy interpretation Participates in setting agency initiatives and coordinating priorities Initiates process improvement and develops or enhances processes when necessary to effectuate the development of policies and procedures Provides insight into statewide K-12 programs, master plans and policies for OFCC Serves as an internal cross-department advocate for the K-12 program Serves as a K-12 resource for coordination between Projects, Planning, Finance, IT, and Executive Staff Works with both the Project Manager and Project Coordination staff to foster consistency Mentors and coach staff Guides and assists in the development of internal and external training on K-12 policies and procedures Assists owners and OFCC project staff in selecting appropriate project delivery methods (i.e.: multiple-prime, CM as Advisor, CM at Risk, Design-Build, General Contracting) for a specific project. Provides guidance and negotiation of Guaranteed Maximum Price (GMP) proposals Troubleshoots for and expedites projects as they progress through design and construction phases Assists in dispute resolution matters Applies judgment on all design and construction-related problems Coordinates with owners, design professionals, consultants, construction managers, contractors, building officials, inspectors, and plans examiners Participates in A/E, CMA, CMR, DB, and Consultant selection processes Advises on qualification-based selection, best-value selection processes, and technical proposals Supervises professional staff Approves timesheets & leave requests Reviews and approves change orders up to $100K We Support Diversity and Inclusion: OFCC values its internal diversity and pledges to cultivate an inclusive and engaging environment for all employees where differences are embraced and celebrated. Home health care services are designated as maternity care (for expectant members on bed rest). Inpatient claims for all types of delivery. Inpatient NICU claims, from birth through discharge. Postpartum care, including office visits for follow-up, and procedures/treatments directly related to maternity. Medications prescribed for both antepartum and postpartum conditions (e.g., morning sickness, postpartum depression). Medical services provided by non-network providers will be processed at the applicable coinsurance, deductible, and out-of-pocket limits. Prescription drugs that are directly related to maternity care will be covered with no copay. The State of Ohio has collaborated with the prescription drug third-party administrator (OptumRx) to provide a list of covered medications that can be approved for zero copays via prior authorization from providers. Ohio Public Employees Retirement System OPERS is the retirement system for State of Ohio employees. The employee contributes 10% of their salary towards their retirement.
