UNCLASSIFIED VACANCY IN THE REGISTRATION AND ELECTIONS DEPARTMENT Minimum Qualifications: Bachelor's Degree in business or public administration, or a related field required; supplemented by three (3) years of elections and one (1) year of lead or supervisory experience in election operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license. May be required to obtain Georgia Election Officials Association Certificate.
Specific Knowledge, Skills, or Abilities : Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
Purpose of Classification: The purpose of this classification is to perform duties related to recruiting and training poll workers to assist in County-wide elections; investigate voter complaints and election rules violations; and conduct fact-finding inquiries to resolve election issues. This classification is distinguished from the Elections Chief in that this class supervises and trains poll workers and conducts fact-finding inquiries to resolve election issues, whereas the latter manages voting activities governing national, state, county, and municipal elections.
Essential Functions: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff: develops and oversees work schedules to ensure adequate coverage and control; establishes work priorities; compiles and reviews timesheets; directs work; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Interviews, hires and trains office staff, instructors, class assistants, and election day technicians: creates online training and curriculum for in-person training; writes and administers election procedures for poll workers; updates poll worker manual and other training materials; reserves training locations; creates the poll worker training schedule; and oversees printing and distribution of training materials.
Provides budget input for poll operations and training; compiles and analyzes financial s data and prepares reports; generates fee schedules and performs payroll for election workers; and submits memos to finance after election in order to perform stop payment, re-issues or other items as needed.
Provides customer service support: assists customers in-person, by phone, or by mail/email; provides information and answers questions and concerns; responds to open records requests in accordance with legal guidelines; investigates voter complaints concerning election violations and inappropriate actions of campaign and poll workers; initiates problem resolution; and directs to appropriate department or individual if necessary.
Manages and prepares poll worker database programs; administers required proficiency tests for certification as Poll Managers, Assistant Poll Managers, and Poll Evaluators; and coordinates, verifies, and submits records to state and local officials.
Assists in locating accessible facilities for use as polling sites during elections and ensures that facilities comply with the Americans with Disabilities Act (ADA).
Serves as a team member for tabulating ballot results.
Manages systems for reporting campaign and financial disclosures.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including check registers, payroll checks, poll worker applications, billing invoices, and tear sheets; reviews, completes, processes, forwards or retains as appropriate;
Prepares or completes various forms, reports, correspondence, and other documentation, including public notices, financial reports and fee schedules, procedure manuals, training class curriculum, schedules, and notifications; coordinates for and drafts Public Notices with media; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to registration and elections processes; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; and attends workshops and training sessions.
